I have seen people take what looked like 8 inch pvc pipes and cap the ends after they filled with foam and mount them to the racks on the 4 wheeler. Front and back with 90 degree angle elbows so they cover 3 sides of the racks. I always thought the 4 wheelers would float upside down in the water but actually do not. I hope I never find out.

go to the dane county sheriffs site. They have a formula to use to determine what size to build. I used heating duct(14X8X40?), filled with 2" pink insulation. Caps on the end, and sealed with Silicone. Used ratchet straps to hold them on the ATV front and rear racks.
