Sunshine,
I grew up in De Pere and the river this year has been different. This year the bite in the little outlet has no current and hence no fish by Voyager Park. The key is to get up by the dam, where hopefully there is current, but not too much. Cast stick baits and shallow running rapalas into the shallows by the rocks. If the wallye aren't hitting there slowly work your way out to the river concentrating on deeper holes with walleye divers or jig/minnow combinations. Casting the jig/minnow instead of vertically jigging also seems to boat more eyes also. If you still have rough luck, drifting down the river following the dropoffs can be productive. Don't be surprised if you see people casting or trolling for musky since over the past 5 years they have really showed up from previous stocking efforts so if you want to bring some big cranks to battle to big boys go ahead. The fish usually stay by the dam or close by until late fall and venture back to the lake. The reefs on the bay usually are a decent bet for eyes also trolling divers and cranks. good luck. a good place to dock is on broadway street by the dairy queen. The landing is recently new and your close to the bay and the dam.
