So on Saturday February 26th at the Walleye Wisdom Day at the Appleton Gander Mountain, Dave's Ka-Boom Baits and Survivor Live Well Intake Pro Staffer Jon Piette will fill that time slot with a seminar on the newly popular technique of fishing flies on 3 ways for walleyes.
This should be a great event for many to attend so mark your calanders and don't miss the great guest speakers and take a few minutes to talk to the reps and pro staffers on hand.

| Fishing flies on 3-ways? Are you refering to an anchored position or shoreline fishing? If your refering to the river and pulling three ways, could you be sure that the tactics legalities are explained on the particular bodies of water in the area? |

Thanks Dave, it should be an informative seminar. I and my partner spent a lot of time pulling flies and I think we have a good grasp on this technique.
I hope everyone that has an interest in this technique attends the seminar. |

| I am very pleased to have Jon accompany such a fine line up of speakers. I believe all who are present will be impressed with the new line up of crankbaits, jigs and components including new gander exclusive color shad raps and Dave's Nitro shiners. I am hoping to get someone from Lowrance present to teach us about all of the new exciting changes in sonar and gps as well. |

| Jon, Being in Appleton, many of the attendees will most likely be Wolf River fishermen, Do you know if this practice is allowed in the river above the mouth at Lake Poygan? I know this was/is controversial as the Wolf is a Class A musky water.

Above Poygan you can not troll in any capacity you can only use your bow mount to maintain your position. One thing because of current is so fast I anchor and use flies up by Orahla (I can not remember how it is correctly spelled) bends and have been very successful. |

| If trolling on the Wolf above the mouth of Poygan was illegal, then why was there a question at the Spring Hearings last year if it should be illegal? You see, somehow, several years ago, it was mistakenly ommitted from the regs. I guess it's not as easy as just putting it back in the regs after that. Not sure how the vote went, and if it is now illegal. I will check.

| It is spelled out in the regs.
Motor trolling is not permitted unless it states otherwise in the regs. For example if you look at the county listings for winnebago county and lake winnebago it states that motor trolling is permitted. If you look at the wolf river for winnebago county or waupaca county it does not state that motor trolling is permitted therefore it is not. So, if you are above the natural mouth at poygan and handlining or pulling flies with a bowmount or any type of motor you are illegal. Of course, there has been arguments on this board regarding the technicalities of this. Holding your position without making forward progress in the river, etc. |

Here's my take. As long as you are not trolling up river you are okay. In other words a common technique called "slipping" is okay.

Location: Manitowoc, WI | If you read the regs, it allows trolling in the upper lakes, specifically on Partridge Lake. This is similar to trolling on Poygan and Winneconne, which are part of the upper lake system. Therefore, it is NOT spelled out. Personally, it does not affect me, as I do not plan to troll this area. I do know of guys who have trolled there and plan to do so again this year.
I believe that the reason that is stated for not trolling has to do with Class A muskie waters. Sounds like a lame excuse to me. I've fished the waters below Fremont enough to know there is plenty of room for trolling there. I think it should be legal below Fremont. |

| Motor Trolling
“Motor trolling” is trailing a lure, bait, or similar device used to attract or catch fish
from a boat while being propelled (forwards or backwards) by a motor or a sail or while
being towed by a boat being propelled by a motor or sail. Motor trolling is illegal except
in some counties and waters as listed in the section titled Special Regulations - Listed
by County, beginning on p. 17. Casting and immediate retrieval of a bait or lure while
positioning a boat is not trolling. “Backtrolling” is only legal in waters where motor
trolling is allowed. “Position fishing” is fishing from a boat where the fishing line
extends vertically into the water while the boat is maneuvered (forwards or backwards)
by a motor used to position the boat over underwater structure. Position fishing is
allowed statewide in all waters.
WAUPACA
The county-wide daily bag limit on catfish is 25, of which only 2 may be flathead catfish.
• Brekke Lake: There is no minimum length limit on largemouth and smallmouth bass
and the daily bag limit is 3, but bass from 14" through 18" may not be kept, and only one
fish over 18" is allowed.
• Campbell Lake: .
• Cincoe Lake: Hook and line fishing is open all year for all fish species except
muskellunge, northern pike, lake sturgeon, trout, paddlefish and threatened or endangered
fish. There is no minimum length limit on walleye. Sauger may not be harvested.
The minimum length limit on northern pike is 26" with a daily bag limit of 2.

• Kinney Lake: .

walleye. Sauger may not be harvested . The minimum length limit on northern pike is 26"
with a daily bag limit of 2.

length limit on walleye. Sauger may not be harvested. The minimum length limit on

WINNEBAGO
The county-wide daily bag limit on catfish is 25, of which only 2 may be flathead catfish.
• Fox River: There is no minimum length limit on walleye or sauger from the De Pere Dam
upstream to the Neenah-Menasha Dam.. Sauger may not be harvested above the Neenah-
Menasha Dam. Motor trolling is permitted. Hook and line fishing is open all year for all
fish species except muskellunge, northern pike, lake sturgeon, trout, paddlefish and
threatened or endangered fish. Lake sturgeon season is closed all year.
• Little Lake Butte des Morts: . Motor trolling is permitted. There is no minimum
length limit on northern pike with a daily bag limit of 5. There is no minimum length limit
on walleye.
• Pumpkinseed Creek: Hook and line fishing is open all year for all fish species except
muskellunge, northern pike, lake sturgeon, trout, paddlefish and threatened or endangered
fish. There is no minimum length limit on walleye. Sauger may not be harvested..
• Rush Lake: Motor trolling is permitted.
• Winnebago Pool Lakes (includes Winnebago, Butte des Morts, Winneconne, and
Poygan): Motor trolling is permitted. There is no minimum length limit on walleye.
Sauger may not be harvested. Hook and line fishing is open all year for all fish species
except muskellunge, northern pike, lake sturgeon, trout, paddlefish and threatened or
endangered fish.
• Wolf River: There is no minimum length limit on walleye. Sauger may not be harvested.
Hook and line fishing is open all year for all fish species except muskellunge, northern
pike, lake sturgeon, trout, paddlefish and threatened or endangered fish. Lake sturgeon
season is closed all year.
The first part regarding a description of Motor trolling is from pg. 14 of the regulation book. The next two sections are for Waupaca and Winnebago county specifically. It says in the first section that Motor trolling is not legal unless otherwise specified by the specific waterway by county. As you can see, it is legal to troll on bago, poygan, winneconne, partridge lakes and others. If you read the section in both counties entitled "Wolf River" it does not say that motor trolling is permitted. Therefore it is illegal.
Along with a lot of other people I think it would be great to be able to troll, pull flies, pull rigs, etc in the wolf but as of right now we can't. Many of us are tournament anglers and it would probably be in the best interest of all of us to inform those who may not understand the rules or take the time to read them.

| Guys, I didn't mean to turn this thread into a legal debate but rather make sure that if pulling flies was going to be a topic in this area that the speakers clearly understand the letter of the law. The wolf gets pounded in the spring and I would hate to have a seminar in the area that doesn't pertain to the areas fished heavily.
I have spoken to DNR personal about this topic in the past and they are as confused as many of us. I know it is illegal per the letter of the law and wouldn't want a confrontation to occur because someone learned a new technique.
I believe there is a need to be able to do this on the Wolf and the people I have spoken to agree that this part of the river was overlooked when the regs were written. We need to get a few people together and write a resolution for the spring hearings to get this changed. I welcome the seminar although lets make sure that the rules are clear before the presentation.

| Well, here is the question from last spring, and why it was on the ballot. I never did find out what the vote was. I'll look today. QUESTION 21 - Wolf River Motor Trolling – Prohibit motor trolling on the Wolf River, Winnebago, Outagamie, Waupaca, and Shawano counties. In order to provide consistent management on the waters collectively known as the Winnebago System, a definition was written into rule for the Winnebago System waters, which includes the Wolf River. Along with providing consistency, the new definition simplified rule writing by providing a single location in administrative code for all regulations on the system. On the large lakes of the Winnebago System, motor trolling is allowed and quite popular, so upon creation of the Winnebago System definition, motor trolling was allowed. However, historically motor trolling was prohibited on the Wolf River. With creation of the new definition, motor trolling was mistakenly permitted. Anglers, law enforcement and the fishing regulations pamphlet have always assumed that trolling was still prohibited on the Wolf River. There are no documented negative biological impacts on fish populations due to motor trolling. However, due to the congestion on the Wolf River, law enforcement staff are concerned about safety and user conflicts that may arise due to motor trolling and feel that it should not be allowed. I highlighted the key statement in the middle of the paragraph. Looks like it has absolutely nothing to do with being a Class A Muskie water. Safety and user conflicts are the main concerns. OK, I talked with 2 guys from the DNR today. The first, Al Phalen, gave me the voting results from Question 21 at the spring hearings. 1,535 for, 1188 against. 35 counties for, 16 against, with a couple tied, and a couple had no votes. The second guy, Pat Schmalz, said that as a result of the vote, the rule change will be implemented this year, beginning April 1st. That is April 1st of 2005. He actually told me that it is, and has been, legal to troll anywhere on the Wolf right now, and will be until April 1st. That day, which is when all the new fishing regs go into affect for the new season, trolling will prohibited on the Wolf, from the mouth of Poygan to the dam at Shawano, and all tributaries to the first dam. This includes Partridge and Cincoe lakes. On a side note, these were the most pleasant contacts I've ever had with somebody from the DNR. Both these men were very pleasant, found the information I was looking for, and responded very quickly.

| Don't get me started Shep. I was a guest at the C&R banquet the other night and picked up a few pointers for the promiseland. Not to mention I won a $100 GC for Fitantee (second free mount from him in a row, I'm sure he is starting to dislike me. , a wildlife print and a scotty rod holder for my 6 board spread on the Wolf. I'll be fishing soon too if I get my boat in time.

It should get bigger and better with time. I saw a lot of WFer's there like Shep, HGMeyer, Tyee and more. Met some new people and talked with a few old friends.
There was some good information passed along in the various seminars by some very good fishermen. I hope this event continues to grow and gets better each year. Next weekend it is off to Gander Mountain Sheboygan. Looks like a great line up of speakers next week as well. I will be there with Dave's Ka-Boom Baits on Saturday and Y-Not Technologies (Survivor) on Sunday, while Todd Mueller will do the opposite. Stop by and say hi and check out the great products on hand and take in a seminar or two.

| Thanks for everyone who came. I wish I would have had more time to talk with people but I was running all day. Now after being in Madison Friday, Gander Sat., and Madison Sunday, I'm not running anywhere! I thought the show was great! Next year will be better as I will advertise more and again bring in some great speakers. It was hard for me to not talk muskies for a day but I did manage and hope to see you all on the water, at the store and my April 30th event.
