I heard that guides on Bago will need a capatain license this year. Is this true and will the guides have their license this year?

Many already do! Many do not! Yes they are required to have a captains license for the bago system all the way to Shawano. They always have been required although untill recently (coast guard presence due to 911) has it become apparant that this requirement is going to be enforced!
Good Luck
