Floro has refractive qualities that are supposed to make it nearly invisible in water. Floros are also denser, and they sink faster than monos.
Although more manufacturors are claiming they are viable for casting and spinning reels, the historical problem has been that they have too much line memory and do not lend themselves to casting. Floro does have good abraision qualities and is often used as leader material. The safest use of Floro for leaders is to use leader specific material as stated on the spools. Some dispute this, but, why not err on the side of caution.

Location: Rolling Meadows, IL | Both mono and flouro are extruded lines, but the chemical composition differs, so that flouro's light refraction is near equal that of water, rendering it virtually invisible in the water, while mono remains more visible (that's why vendors like Cajun line offer products that minimize the visibility of mono). Primary functional differences are, mono stretches significantly, flouro stretches much less (however, it is not zero stretch ala PowerPro, or FireLine super lines). Flouro has a tendency to retain memory a bit more than mono, so some anglers prefer it ina baitcasting setup vs. spinning. Flouro also tends to be a bit stiffer than mono, so tying off knots and making sure they stay tight can be a bit more challenging.

As far as fishing lines are concerned, each type has it's applications, it's defininitely not a once-size-fits-all situation. Flouro can be a good choice for walleye fishing, given the walley's reputation for being finicky and light-biting.
