This morning the wife and I went out fishing and bought a season pass from the park guy who was there to collect the receipts from yesterday. He remarked how he was waiting for a county cop to come down and ticket a guy in the handicapped spot without a sticker. I figured that it was a good deal and commented that they should just tow him out of there. It was just a car, no trailer. We launched at about 7:35 A.M. When we returned at 12:45 P.M. we had a ticket on the windshield for $131.40 for parking on the grass. The ticket was issued at 7:42 A.M. I gotta believe it was the same cop. The fine for the guy in the handicap spot was $20.00.
I live about 2 miles from this landing and use it all the time. We've been parking on the grass there for as long as I remember. We counted 18 vehicles on the grass and ours was the only ticketed vehicle. We took pictures too.
I guess my point is this: once the asphalt spots are filled, maybe they should have some kind of security guy there to send us away. I can't wait to go to the next Winnebago County Board metting.

Get this- the cops name? Joe Friday. DUM DA DUM DUM. Go figger.

This is a true story and I HAVE NOT changed any names to protect the innocent.

Just the facts, M'am!

That sucks, Dale. I wonder how they singled you out? Were you the first to park on the grass? I always had that thought in the back of my mind when I used to park on the grass at Nagy, when the ashpalt was full.

When is the next board meeting? I'd like to hear that one!

Dale maybe you could suggest that they make more spots with the money they are getting from the launch fees. What in the world do they do with the tax we already pay to the state for ramps etc. Most of the grass at the cty landing is not used now.Lets get some use out of it.The parking is half full on a weekday by 8:00am.I also got a ticket at the rec for parking on the grass.

I just can;t for the life of me believe the condition of the launch's on the west side. The east side has some of the best launch's I've seen. You would think they could afford to do something for the money they are charging. At least a bathroom maybe?

It is not posted. I was just down there this morning at 10:00 and the lot was nearly full. At some point today there will be vehicles on the grass. I talked to the patrol captain this morning and he didn't sound very optimistic. Right now it looks like I'll have to go to court. Get this, the patrol captain said that if the lot was full, maybe I should look for a different ramp. Let's see, gas is 2.90 a gallon and I should drive around looking for a ramp and might have to pay because it's not in Winnebago County. Bring on the acrobats, I'm done with the clowns.

You said it, welcome to the circus. Last year I got ticketed for "no sticker" WHEN THE STICKER WAS RIGHT WHERE IT WAS SUPPOSED TO BE!!! I had to screw around with city hall on the phone, drive down there, fill out an appeal form, and then when I finally received my "judgement" (they threw out the ticket), the letter said, "We will consider this a warning". For what? The moron who wrote the ticket is the one who screwed up- and it took my whole afternoon to fix HIS mistake!

Winnebago County executive Mark Harris is a reasonable guy, as a resident of the County, I would like to know that my elected officials are hearing about these things. You ought to drop him a line.

Word to the wise.

Was at Menominee Park last year when the "lot attendant" was chekcing vehicles. saw him look reall close at a van there and asked "are you going to write him a ticket?"

The guy said "No" But then mentioned that the guy didn't have his slip hanging from his mirror, it was sitting on the dash. he also mentioned they will let it slide a time or two but if you're a repeat offender, you will get a ticket.

The dawn of a new era is here, boys.

Very easy solution for Officer Joe Friday. Look him up in the phone book, get his mailing address, and then go to google.com, search for 'free magazine subscription', and sign him up for everything and anything under the sun. And be sure to butcher his name, IE: Jag Friday, Joe Douchebag, John FrenchFry, Officer Dumbass...you get my point. Dealing with any politician in Winnebago county, especially Menasha, is like dealing with a retard. What a bunch of a$$bags.

The best solution is to fight the ticket and voice your opinion at a board meeting. I am in law enforcement and just like everyone I take orders from higher ups that sometimes don't make sense. The message about looking up the officers name and address is NOT the solution. When your motor on your boat breaks down due to a mishap at the plant do you try and look up the employee that helped make the motor and send him offensive mail. I agree with the posts that more landing space should be made available and better bathroom facilities would be nice. I pay the launch fee just like everyone else and have expectations and with gas prices you should expect more. The best way is to state your opinion at a park meeting and try and fix the problem. A sign would be helpful, but common sense has to kick in. If traffic is backed up in one lane of travel does there need to be a sign saying don't drive in the on coming lane. That is why there is concrete and lines marking where you can park...unless there is lines on the grass you can't park there. It is a pain though having to waste time on the water finding a less crowded launch, but so is waiting in line at the grocery store. FLY

Best thing that going to happen is some corruption and rotten apples will be fired soon from Nee-hah when some facts and trueth comes out and for anyone not from this area there has been a corruption scandal going on in neenah for past 2 years and there be some heads falling soon!

Eye lunker its tough to tell what you are trying to say through your spelling errors and sentence structure, but not sure what you are trying to say besides if people have been doing something wrong for the past twenty years then instead of enforcing a law we should just allow it to go on. Not sure what to say also to your corruption conspiracy theory. Those park rangers they like to start corruption at the boat launch. Can't wait to see the Northwestern heading "Conspiracy at the boat launch." Give me a break man...what probably happened was some citizen called and complained some guy parked badly on the road or blocked somebody elses trailor and a officer wrote a ticket to that guy and every guy that was parked on the grass or road so it wouldn't be biased against one guy. And if my first post was read I stated that I wished the parks department made better boat launches to accomodate more people and bathroom facilities and I wished the boat launch money was better used in this fashion. I don't think that my answer was a "typical law enforcement answer." More like what just seems right to do. For example I launch a lot at Asylum Bay which has limited parking and space to park. The road there is fairly narrow making it not the best of ideas to park on the road and sometimes when people are parked on the grass and all over the place it can be tough or impossible to get your trailor backed up out of your stall. On the weekend I will almost always launch now at Menominee Park or Rainbow Park due to the large amount of parking spaces available. I do not know the past ticketing practices of boat launches, but now if they are enforcing the rules then we have to abide by them. Most laws are made with safety in mind, not with trying to tick off boat owners. FLY

I get a kick out of the coments from everyone. Fact is, If they don't want you to park on the grass then put a sign up! It is no differant than parking on the side of a street. you see NO PARKING SIGNS. I think a ticket of that amount is totaly uncalled for. By the way last year when High cliff state park was full they told me to unhook my trailer and park in seperate spots or park on the grass if there was room.

I can understand how Dale is miffed about the ticket. If a grass ticket were $20.00, OK, but 131.00 is nuts.
I think most of us realize that we are taking chance parking on the grass and we realize we are setting ourselves up for a ticket. It does get more interesting when it is allowed for years and accepted by all, and then suddenly changes with excessive fines. NO PARKING ON THE GRASS signs would be the most obvious warning, expecially since some places do allow same.
Personnally, I am too chicken to park on the grass anywhere, unless I have a lot of company, figuring that they all know it is ok and I will join them. Otherwise I will find another launch. Yeah, I know, good luck on the west shore on Merc and Otter weekend.
Take care,
Jim O

I have had conversations with the county parks Dept., my county board rep. and the park ranger. They are all on my side and are working together to try and make the ticket go away. The ranger told me that he has told the cops not to ticket vehicles on the grass as long as they don't interfere with the lawn mowing operations. They don't cut on weekends. The ranger checks all of the county landings and said that it's typical for all to be full by early norning. What should we do, stay home? If a guy is working 11-7 and can't get there until 8 or so he's out of luck? On Wed, Thur, Fri. I took pictures down there of vehicles parked on the grass with no tickets.
Flyman, you sound like a typical cop. Your statement about going the wrong way in traffic has nothing to do with the issue.
Nextweekend is the Otter St. tournament and tons of people will be prefishing. The grass will be parked full. Maybe they should all be ticketed. That way we can have a couple of hundred people waving tickets at the next county board meeting. I live on county rd. A and judging from the number of trailers that have gone by, they're parking on the grass already and it's only about 7 A.M. I'm busy today and can't go fishing but I've got time to snap a few pictures. By the way, Im trying to keep license plates out of the photos.

Make sure you have the date/time stamp on your camera, when you're taking pictures, that way when you present them to the court (or whoever) you'll be able to see when they were taken.

Mr.Flyman in a few of your post your do alot of bringing up things that have nothing to do with Dale's original post for example engine trouble and going back to the person who build it or waiting in line at a grocery store .......etc.None of these are valid points nor do they have anything to do with the issue. Quite frankly your talk is void with any meaning or merit and most importantly you lack any understanding what message that is trying to be made here by local fellow fisherman.

Winnebago system generated 170,000 people to visit the system last year. Maybe the town needs to invest in more access!!!!!!!!!

I like it when people won't leave a screen name and come on the forums and put in their two cents and don't have what it takes to let people know who they are. And to people who like to respond that is a typical cop answer and this and that about how cops are....I am not responding representing law enforcement, I am giving my opinion. Disagreeing with my opinion I can respect because that is the point of discussion, but categorizing my answer by my occuptaion is a little over the top. And if you look at all my answers I did say the amount of the fine was over what it should be and there should be signs outlining no parking on the grass. My only point was just because there isn't a sign saying you can't do something caution should be taken. FLY

actually they probably ment to back your trailer onto the grass next to the tracks. this gives more room to manuever and back in trailers. This is common practice at this launch

Hey Guest,

Apparently you did not read this thread or know what the city of Oshkosh ordinances are. There is a $131 fine for parking on the grass, that is not just for boat launches either. The ordinance was basically created to curb college students from using their rental house yards for parking lots years back. The ordinance can be enforced on any city owned or private property within the city limits.

I use this landing 3-4 times weekly and what you call common practice is not going to cut it when you get fined. I agree that we should be able to back on the grass but this is not the law so you deal with it.

I have only once seen a car parked in the handicapped spot so boaters can use those two spots to pull up and back in.

If people don't like it then use a different landing or learn to back a trailer.
