Member Posts: 1406 | Attached are the minutes from the new advisory board that will be suggesting rules regarding tournaments. The meetings are open to the public although it will be limited and your comments should be in writing so they can be reviewed by the board members prior to discussion. I would like to see some discussion here regarding this as it will affect all tournaments in Wisconsin at some point in time. There are many groups represented although the table seems to be tipped in favor of the Bass groups as there are influential members from Ranger, Merc and bass associations to name a few. We need to speak up as a group to have an influence in any way! For those of you that know a person or people on the board feel free to express your opinions. This is definately going to be an interesting off season. Member Posts: 2393 Location: Waukesha Wisconsin | Tyee, There's a lot of info there to read, I'm sure many are letting it digest for awhile before commenting I like the research that they are doing from other states but hope that they do not just "follow the leader". I hope that our state takes the oppoprtunity to be LEADERS while using SCIENTIFIC RESEARCH to make decisions. That being said, this passage taken from the report bothers me. It just seems that the DNR should not be making rulings based on economic impact. That's not their mission, they're supposed to be guardians of the resource (I thought). Summary of small business and economic impact: The bass fishing tournament pilot program has the potential to impact small business and the economy during 2005-06. One of the goals of the legislation that created the pilot program was to provide an opportunity for larger, national bass tournaments that previously do not fish in Wisconsin, purportedly due to our prohibition of culling, with the anticipation that these events would have significant positive economic impacts due to both the expenses of anglers and boaters, and expenses by spectators. In addition, potential national television exposure of some of Wisconsin’s fisheries could have long term benefits to the tourism industry by attracting attention to the area at a national level. A recent study that examined the economic impact of Wal-Mart FLW events held provided an average of $2.28 million in local economic impact (information from FLW web site, no details were provided). | ||

Member Posts: 1656 | I like the ide of an advisory board and the approach the DNR is taking. The public (mostly bass fishermen) with support from a large organization (FLW) is asking to have culling allowed in it's tourneys. The DNR has responded by saying yes to a pilot program to evaluate the effects of culling a tournament situation. I don't know how you handle the situation any better than that. The DNR didn't slam the door in the fishermens faces and at the sametime are chekcing the biological validity to culling. Yes, there is economic benefits to hosting an FLW or other large scale bass tournament...but that is not the priciple reason from what I understand. The real issue here that the pilot program is to research is the impact of culling. I go against the grain when it comes to culling. I think it should be legal not just for bass in tournaments, but all species. I have my own reasons and will keep it at that. But weather your against or for culling.....I don't think you could ask for a better approach than the DNR is taking right now. For those against, it could of been very easy to just look at it from a congressmans' point of view and said more money for the state....yes pass it. Just my 2 cents. | ||

Member Posts: 340 Location: McFarland, WI | I agree with the process utilizing the advisory board. I think culling issues need to be on a per tournament basis. Oxygen saturation levels in water decline with increasing temps and there is an inherent stress to the fish in a warm livewell. Stocking density within a livewell would also be a major factor. This varies with species. Cool water and calm conditions create a more suitable environment for the fish and would lend itself to more liberal culling. Culling a fish that has been in a warm livewell for several hours may be putting another fish at risk. I would rather loose a fish at a weighin where the fish is used for food than have it die on the lake. I appreciate the input of all members on this board. Larry Strelow | ||

Member Posts: 1406 | Thanks guys your opinions are greatly appreciated, I too am in support of the advisory board for many reasons. I do take issue to the fact that culling was railroaded into this bill by private industry and the fact that the DNR has had to make it priority #1 at these meetings. Especially when the WDNR has and continues to be against culling for fish in this state. There are many other things that this advisory board could and should be addressing, please remember this bill was brought out to defeat the culling bill as originally proposed. Lets hope they don't "fizzle" out after the culling issue is decided. There are too many other great things that could be brought to the table for discussion regarding tournaments. There is a single hearing being held on November 11, 2004 at 7:00 p.m. at the South Central Region Headquarters in Fitchburg. In addition to the public hearing there is a public comment period open now until November 18, 2004. People can register at http://adminrules.wisconsin.gov and submit comments via the Internet. All public comments (hearing, written and Internet) will be taken into consideration. Please pass this information along to any interested parties. PLEASE VOICE YOUR OPINIONS ON THESE MATTERS AS WE DO HAVE A RIGHT TO EXPRESS OUR CONCERNS AND COMMENTS IN A PROCESS LIKE THIS. Member Posts: 2393 Location: Waukesha Wisconsin | Must be an original manufactured part of the boat and have a capacity of at least 25 gallons; Must be in working condition and its operation must be demonstrated before fishing in the tournament; Must be capable of continuously pumping freshwater; Must be capable of holding, re-circulating, and aerating water already in it. Doesn't really sound different from any practices already in place voluntarily by tournament organizers that I have encountered. | ||

| Here is the latest, Quick summary, Nov 11 public hearing had very little participation from the public and only one on-line comment, although Wisconsin Wildlife Federation submitted their concerns, Please read attached! Member Posts: 1406 | Yes HG, and if you read between the lines you will see that 1 gallon per pound of fish is what the bass guys are asking for? Does this sound adequate or maybe too much for walleyes? What will happen when a guy brings in (5) 6 or 7 pounders, better yet a team with (10), 6 pound walleyes to the scales??????? Do you think they will go back and modify the rule to change the gallon per pound rule for walleyes a more fragil fish??NOT...............Interesting isn't it?.....I can see them having to make regulations for every species with this mentality........It's funny how no one is speaking up for the Walleye! Member Posts: 794 Location: Elgin, Illinois | If I have my math right (or even close) a 30 gal live well is something like 48" X 12" X 12".... it needs to be about 6700 cubic inches... So, I looked up some specs on some typical "Pro Bass Boats"... Tracker's 911, a 20+ footer around $26-28000... has two 18 gallon livewells... That won't fit in the rules... Ranger doesn't list anything in the way of livewell capacity (that I could find on their website)... So it might be ibnteresting to see if somebody wasn't writing a rule that effectively moots the issue of culling by running the livewell capacity up over any bass boats normal size livewell... | ||
