The low water gives anglers a couple of good opportunities as many of the fish will be concentrated near the deeper areas, places where there is additional flow to the main river and near springs. It also gives anglers a chance to scope out spring fishing areas as the entire shoreline is exposed. During this time of year I am able to see what structure produces fish for me and then look for other areas like that. I have also found a few rock piles and other structure that I use for the "up" run. There's bass and pike and cat fish around if you can't find any walleye but, especially first thing in the morning, this is a good time of year to take a little ride on the Wolf River. Don't go too fast unless you know the water ESPECIALLY if you plan to run the river between Guth's and The "Cable Crossing". Also, New London is good "small boat" territory. Still plenty of "recreational" traffic, but the BIG boats can't get above the sand bar at Guth's and can't float off the trailer at the New London ramp. Use the middle launch and keep trimmed up until you clear the general area around the launch as it's pretty shallow.
