The USACE reports:

As of 27 March the Wisconsin DNR determined ice out conditions on Lake Winnebago.

As a result, a slow and controlled spring fill can officially begin. However, sufficient
storage capacity must be maintained for flood storage and ecosystem establishment.

Current inflow is about 9,500 cfs while outflow is approximately 8,500 cfs.

This is only my 4th spring on the lake. Has anyone ever seen ice out this early?

I remember about 8 years ago I was fishing on Bago in a T-shirt in early February.

About 8 years ago is correct. A buddy of mine just picked up his new Skeeter and we went out in the river in Oshkosh. If I remember right, most of Winnebago was water, but there was some ice still out there.
