I have a 1990 Tufffy tiller. I'm thinking of laying a aluminum floor over the existing floor. Between the seat posts there are 2 plastic vents in the floor. Are they needed or can I cover them up?

They are part of the USCG regs, something to do with water getting to the bilge. I remember hearing Darrel saying they are needed for USCG Compliance.
