I went to Wisconsin River forum to warn folks about the very low water on river below Nekoosa and it said wait for 3 minutes????

He's referrring to the board's anti-spam softeware or flood control. The board is set up so that you have to wait 3 minutes between posts -- this keeps the spam-bots from jamming the threads.
