Unfortunately and like the Lamprey EEL, nobody can do much once this snowball starts downhill. Once in they might be controlled with billions spent, but will never be eradicated. That's why the effort to stop them at the gate is so important. But even those efforts have fallen prey to politically favored road blocks.

If you gave 10 commercial fisherman, 2 or 3 million dollars each and pointed them at these carp, They'd be gone. And the government would still be saving 10's of millions. And that's just for the study!

They eat these things like chicken in Asia. Tell me theres no market that somebody could take advantage of and become a millionaire doing.
