A Limited OUPV license permits work for pay on selected inland federal waters in a power driven vessel with 6 or fewer passengers. The 24-hour course builds on the student’s experience on the water, offering the same privileges as the regular OUPV but in a more limited geographic area. Approved by U.S. Coast Guard LIMITED OPERATOR OF UNINSPECTED PASSENGER VESSEL COURSE Qualify to work on select Wisconsin waterways and learn how to be a safe and responsible boater with a course for the Limited Operator of Uninspected Passenger Vessel license. • charter fishing • guiding • sailing instruction or charters (on any boat with a motor) • water taxi • moving boats The United States Coast Guard recently increased its scrutiny of boat operators. Now is the time to get your training and certification! • It’s quick: This is a 24-hour course held over three 8-hour days with a 50-question exam. • It’s easier to qualify: Only 90 days on specific waters. • It’s focused: The license provides full rights to work on the water, within the license area Participants will learn: • Rules of the Road • Navigation aids for safe boating • Proper and safe operations of a vessel • Handling emergency situations • Navigation techniques including charts, GPS and compass • Boat handling and docking • Federal Code of Regulations for Mariners PLUS: The fee includes materials, charts, a 250-page student manual, and the final licensing exam. Those who successfully complete the course receive a certificate which can be submitted with the completed application for a license to the USCG Regional Exam Center, along with a request for the specific geographic area. a certified PRESENTER: Captain Gary Kulibert has been on area waters for over 40 years. He is a U.S. Coast Guard-approved instructor and a certified American Sailing Association instructor. His company is also certified to teach Limited OUPV in three U.S. Coast Guard Regions; OUPV for Inland, Great Lakes and Near Coastal Waters; and Assistance Towing. Much of his work is done on his 30-foot Catalina sailboat, North Winds. Fee: The $250 fee includes materials, charts, a 250-page student manual, and the final licensing exam. ![]() | ||

I do have 7 people signed up already for this class. So this class will happen. He said he would do it for 4 people but the more the better. If you plan on guide in the Wolf, Fox, or Rock river systems including the lakes you have to have at least this license to guide. They said they will be cracking down on it more this year so be careful and play it safe and take the class. Good luck fishing to everyone and take a kid fishing. | |||

Member Posts: 540 Location: Milw, WI | There are no locks on the rock.(here) Why is it needed there. I mean they are re-opening the fox river locks to the bay ...so that makes since. But are there locks on the rock river in wisconsin. Only have fished indianhead and up stream and heck I did not see any remants of them. Heck canoed more miles of it , than fished it. Bark? Crawfish? Where is this classification coming from? Have not fished out there in years but with the price of gas shure looking at it again. | ||

It's because the Rock River at one point in time was considered a "commercial" waterway. Could go all the way back to the 1800's such as the logging and clamming days here on the Wolf. | |||

New User Posts: 2 | Jigger, You would need this Limited OUPV license for the Rock River in both WI and IL. But, you'll need to contact Marine Safety Office (MSO) Chicago at 630-986-2175 to find out if they have made the IL section of the Rock, Limited Waters for the Limited OUPV license. The Rock is considered Limited in WI though. Your limited license is specifically designated to the waters that was listed so craftfully in an earlier thread for the waters of WI. Lake Geneva is not considered a Federal waterway, since its is exclusively in WI. Any questions, feel free to contact Coast Guard MSO Milwaukee at 414-747-7154. | ||
