Are those white jugs you see off the shoreline some type of markers? What are they marking if so?

Those all have large walleyes tethered to them by local tournament anglers. They will be registered next summer during the first tournament.

Seriously.... where are the jugs you are speaking of?

Location: Green Bay, WI.
The jugs are put out by local anglers marking spots to avoid like a small rock pile. Or the tip of a shallow point so you don't hit it.

I seen many jugs particulary on the east side area's Quinney, Brothertown, ect.
